Hijab and niqabs

I was wondering some sisters wear there niqabs with the flap piece you know the little half of material that I thought went over the nose and the mouth to protect your face so no one could see the shape of your face I've seen some wearing the piece on the outside.Is there no right way or can you wear how you want to wear no guidelines what do you think ?
